Government procurement

DTF contributes to the sound financial management of the State's fiscal resources through better value for money outcomes in whole government and departmental procurement by:

• providing secretariat services to the Victorian Government Purchasing Board (VGPB);
• contributing to the delivery of better procurement outcomes and supporting complex procurement projects;
• developing the procurement capability of the Victorian Public Service;
• establishing and managing whole government contracts and state purchase contracts (SPC);
• supporting the VGPB reform agenda and strategic procurement priorities; and
• providing web-based systems for government and businesses.

Initiatives and strategy

DTF's procurement initiatives include:

• identification of opportunities to engage across government on complex procurements;
• supporting the implementation of the VGPB procurement reform agenda;
• identifying and, where possible, removing barriers for outer budget agencies to access whole government contracts and SPCs;
• continuous improvement of tools and processes for the management and evaluation of tenders to deliver cost savings to government and suppliers;
• working with Government departments on complex procurements to improve procurement outcomes and further develop procurement capability;
• supporting Government agencies in the adoption of the VGPB procurement reform agenda, e.g. through supporting capability assessments; and
• establishing SPCs or whole government contracts where there is aggregate demand across departments for a particular good or service e.g. utilities, office consumables, staffing, ICT services, travel services.

Policies, standards and guidelines

• DTF procurement supports the VGPB in the development and review of procurement policies. VGPB policies establish the minimum mandatory standards to be applied by departments and some administrative offices for the purchase of goods and services.
• Agencies not bound by VGPB policies are encouraged to benchmark their practices against VGPB policies.
• VGPB policies are supported by a comprehensive range of templates, tools and guidelines.
• All policies, templates and standard form contracts are accessible from the Victorian Government procurement portal

Services

DTF:

• manages whole government contracts and SPCs established by DTF and drives continuous improvement through effective category management;
• maintains the Victorian Government Tenders website and the Contracts Publishing System;
• provides secretariat support to the VGPB; and
• manages procurement enquiries to the VGPB.

Victorian Government Tenders system

The Victorian Government Tenders System is the single entry point to access tenders over $100 000 in value. Tenders can be viewed by agency, category and status including advance, current and closed.

The website also provides information to suppliers such as purchasing contacts, links to useful sites and frequently asked questions.

Contracts publishing system

Departments are required to disclose summary information about contracts over $100 000 in value. However both departments and agencies are required to disclose the text of contracts over $10 million in value.

The government contracts page on the Tenders VIC website displays a list of contracts awarded by the State of Victoria. Select an agency to display the summarised view of contracts for that agency.

Expenditure on consultancies

The Government is committed to improving transparency by making publicly available the details of consultancies below the previous reporting threshold of $100 000.

View details of consultancies engaged by departments in the 2010-11 financial year where the value of the consultancy is between $10 000 (GST exclusive) and $100 000 (GST exclusive).
