Digital Train Radio System Upgrade

Description

Proposal to upgrade the Digital Train Radio System (DTRS) primarily used by Metro Trains, submitted in April 2015 and approved to move to Stage Four in November 2016.

The proposal provided for the State to transition to an updated Long-Term Evolution (LTE) 4G network communications system with the potential to enable other rail network projects to also be deployed onto the new LTE 4G network.

Installed on VicTrack assets, the new LTE 4G network would address obsolescence in the existing bespoke 2G DTRS network. Nokia operates the existing DTRS and would have managed the installation, migration to and operation of the new LTE 4G network.

In addition to servicing DTRS, the new network would have provided services to Vodafone, improving Vodafone's mobile phone coverage along the metropolitan Melbourne's train lines. Vodafone (now TPG Telecom) would have co-deployed transmission elements on the DTRS. 

Courts and Justice Administration Precinct

Proposal was submitted in September 2020 to deliver a Courts and Justice Administration Precinct in Melbourne’s CBD, including a new facility which could accommodate multiple court jurisdictions and their supporting administration functions. The facility would be developed on a site which included land owned by the State. The Proponent proposed to build the facility and enter a long-term lease arrangement with the State.

Melbourne Airport Rail Link

Description

Proposal submitted in September 2018 to deliver, operate and maintain a new 27km dedicated Melbourne Airport Rail Link from Southern Cross Station to Melbourne Airport. The proposed works included:

  • a new underground station at Melbourne Airport;
  • a twin rail tunnel between Southern Cross Station and Sunshine Station;
  • a purpose-built gateway at Southern Cross Station;
  • new specialised airport train rolling stock; and
  • commercial, residential and retail development at Sunshine Station.

The proponent proposed to operate airport rail services every 10 minutes with an end-to-end journey time of up to twenty minutes and to support additional capacity for regional rail services to Melbourne’s west.

Building a Resilient Circular Economy for Victorians

In accordance with the Government’s waste and recycling policy, support for private investment in recycling infrastructure was considered through the Recycling Victoria Investment Fund. Visy has been provided a grant through this process to support its investment.

X’Trapolis High Capacity Metro Trains

Description

Proposal submitted in July 2017 to deliver 113 7-car X’Trapolis High Capacity Metro Trains (XHCMTs) through a 30-year public private partnership arrangement.

Proposed works included:

  • construction of 13 new 7-car XHCMTs
  • upgrading and life extending 100 existing 3-car X’Trapolis trains with the integration of four newly constructed intermediate cars to produce upgraded 7-car XHCMTs; and
  • the provision of whole-of-life maintenance for the XHCMTs.

Next Generation Power Supply for the Melbourne Metropolitan Rail Network

Description

Proposal submitted in July 2016 to deliver improvements to the electricity supply to Melbourne’s rail network by directly connecting to the transmission network. The direct connection points would supply a new dedicated 22 kilovolt alternating current ring main along with the entire metropolitan rail network with dual feeds to direct current rail traction substations on the metropolitan rail corridor.

Proposed works included the construction of a new elevated concourse, enhancements to the coach terminal and upgrades to facilities including customer service interfaces.
