Regulatory Change Measurement Manual

This manual provides guidance to Victorian departments and public entities on undertaking measurements of changes in regulatory burden. 

The manual is supplemented by two toolkits.

Toolkit 1 explains how regulations are to be mapped and toolkit 2 explains how the relevant regulatory costs are calculated.
