- Gate 2: Business case
- Gate 3: Readiness for market
- Gate 4: Tender decision
- Gate 5: Readiness for service
- Gate 6: Benefits analysis
- Program reviews
The process involves using an independent external reviewer team to provide timely and confidential advice about progress and likelihood of delivery success.
All High Value High Risk investments are required to undergo the gateway review process.
Who delivers the Gateway review process?
The Gateway review process is administered and delivered by the Gateway Unit, a part of the Department of Treasury and Finance’s Project Advisory team.
In relation to the Gateway review process, the group is responsible for:
- resourcing and arranging Gateway reviews
- development, management and continuous refinement of the Gateway review process
- provision of best practice guidance across government
- identification and sharing of best practice and lessons learnt from reviews across government.
Relationship to VGPB
The Victorian Government Purchasing Board (VGPB) will not oversight any procurement activity that is subject to the Gateway Review Process. VGPB subject matter expertise will be available to the Gateway Review Process on request.
Project Assurance Reviews
Project Assurance Reviews (PARs) complement the Gateway process and are an important element of DTF’s assurance framework.
PARs provide timely independent advice to Government, responsible department and/or agency, and DTF, on a project or program’s current progress and its objectives, governance and readiness.
PARs include bespoke terms of reference developed by DTF in consultation with project teams.
