Investment lifecycle and high value and high risk guidelines

The Investment Lifecycle and High Value High Risk Guidelines apply to all Victorian government departments and agencies undertaking any investment.

They consist of several documents to inform the development, procurement and delivery of infrastructure projects in Victoria.

The Guidelines help ensure government investments provide maximum benefit to the State across the three stages of the investment lifecycle:

  1. Business case
  2. Procurement
  3. Delivery
